I have reset the laptop. I guess the problem is because of USB 3.2 Gen 2 and nothing can be done. The device and driver is not maintained by the manufacturer.
E-MU 0404 USB driver
I am still using E-MU 0404 USB audio interface device, it works fine with the 1.40 beta driver on my Surface 4 Pro, it worked on Surface Laptop 3 Ryzen 5, but no luck with Surface Laptop 4 Ryzen 7.
"The driver \Driver\emusba10 failed to load for the device USB\VID_041E&PID_3F04&MI_00\9&2252ac8a&0&0000."
Both Surface 4 Pro and Surface Laptop have
Windows 10 Pro, 21H2
OS build 19044.1645
Windows Feature Experience Pack 120.2212.4170.0
I tried to connect E-MU directly and through Surface dock station, no difference. It works on Surface 4 Pro and does not on Laptop 4.
What could be the reason, considering the Windows version, driver and device are the same?

Thank you for reaching Microsoft Community. I'm sorry to hear about the driver issues you encountered when using the E-MU 0404 on your Surface Laptop 4.
I'm not sure what could be the exact cause of the issue. It could be due to an outdated/corrupted driver or could be incompatibility with the port since both Surface Pro 4 and Surface Laptop 3 has a USB 3.0 port while the Surface Laptop 4 has USB 3.2 Gen 2.
Anyways, kindly try first running these steps then see if the issue persist:
1: Run Surface Diagnostic Toolkit
See: Fix common Surface problems using the Surface Diagnostic Toolkit (microsoft.com)
2: Check for Windows Update
Go to Windows Settings > Update & Security and select Check for updates
Make sure all updates need are installed including Optional updates
3: Update drivers and firmware
Check what is the current OS Build of your Windows version by going to Settings > System > About.
Go to Download driver and firmware for Surface, choose Surface Laptop
Then click the link next to Surface Laptop 4 then click Download on the next page.
Choose the .msi file that matches your current OS Build and click Next.
After downloading, run and install the .msi then Restart.
4: Run System File Checker Tool
See: Using System File Checker in Windows (microsoft.com)
If still the issue persist, proceed with the steps below:
1: Update driver manually in Device Manager
Open Device Manager
Look for the E-MU 0404 USB driver
Right-click then select Update device
Select Search automatically for updated driver software
2: Uninstall/Reinstall driver
Open Device Manager
Look for the E-MU 0404 USB driver
Right-click then select Uninstall device
Note: If prompted with a checkbox stating "Delete the driver software for this device", check the box then hit Uninstall.
After uninstalling, unplug the E-MU 0404 USB then restart your Surface
