Surface Pro 7+ Extremely Slow

I have a Surface Pro 7+ that's extremely slow. It takes 5+ minutes to perform a simple click of the start menu or open file explorer or pretty much anything else. It was running Windows 10 22H2 and I let it upgrade to Windows 11 and it made no difference. I then factory reset it using the downloadable image and installed the drivers and firmware update manually after it reset and it also made no difference. It started the 22H2 update yesterday morning and it's currently at 9% complete 24 hours later. The device isn't hot at all and there's almost no CPU or Hard Drive usage. What is happening? It wasn't like this when we bought it about a year ago.

    No new software or changes were made. It was behaving like this even after a factory reset.

    It was the Surface Recovery Image from that page, yes.

    The issue was happening long before the reset occurred, after the reset, and after installing the driver/firmware pack.

    In Task Manager, my CPU and GPU are running at roughly 8%, disk 1% and memory 35%.

    The Surface app said I was up to date and the only issue Diagnostic Toolkit found was I didn't have BitLocker turned on. I turned it on and it doesn't seem to have made much if any difference.

    Firstly, I would like to know if you have installed any new software or made any changes to the system settings before the issue started occurring. Sometimes, third-party software or changes to the system settings can cause performance issues.

    Also, you mentioned that you tried resetting the device using the downloadable image, was it the Surface Recovery Image from this page: Surface Recovery Image Download - Microsoft Support and reinstalled Windows through USB Recovery? Did the issue occur immediately after you perform the reset using the image or it worked fine at first then issue occurred again after some time or after installing anything back on it?

    Secondly, I would suggest checking the Task Manager to see if any processes are consuming a lot of resources. To open Task Manager, right-click on the taskbar and select Task Manager. Check the CPU, Memory, and Disk usage to see if any process is consuming a lot of resources. If you find any process consuming a lot of resources, try ending the process and see if it improves the performance.

    Thirdly, I would suggest running the Surface Diagnostic Toolkit to check for any hardware issues.
