Windows 11 Apps and programs keep reloading and not responding every time I click, making the whole experience annoying and hard to work with.

I have been at this for days. The problem is apps, programs, and even File Explorer keeps on refreshing and not responding every second every time I click on something in the said program. Every time it did this, I can't get any work done as while it refreshes/reloads, the app doesn't let me interact. I believe this is a Desktop Window Manager or File Explorer problem. And it even does this on Microsoft-based apps like Microsoft Word.

And I have tried various solutions with people experiencing similar problems. I have tried the following:

sfc /scannow

dism /online /cleanup-image /CheckHealth

dism /online /cleanup-image /restorehealth

chkdsk /f /r /b 

It did not work. I also did this:

Get-AppxPackage Microsoft.Windows.ShellExperienceHost | foreach {Add-AppxPackage -register "$($_. InstallLocation)\appxmanifest.xml" -DisableDevelopmentMode} 

Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_. InstallLocation)\AppXManifest.xml"}

It also did not work. Both of these code blocks are part of solutions in this website.

I have updated my system and drivers. I have tinkered with driver and display related settings (both in Windows Setting and Intel Graphics Setting). I have tried different .reg files from similar problems (disabling MPO). Even disabled Windows Security to test if the problem was the malware defense related apps. All of them didn't work. What only worked was changing the compatibility setting of an app like Blender to Windows 8. But not all apps have this option, like Brave and Microsoft Office apps. However, even if changing the compatibility settings for all app is possible, this shouldn't be the standard experience I should be having when using Windows 11. What I haven't tried so far was booting into safe mode and testing if the problem occurs there and resetting my laptop. Unfortunately I can't boot into safe mode because there was a pin problem. And resetting my laptop will be my last resort if there's no available fixes left (this was recently reset before this was given to me).

I'm using a Surface Laptop 5 15". I'm on Windows Pro 23H2 (OS Build 22631.5472). Thank you.

    Thanks for follow up response. I really do appreciate your patience. So sorry if you are stuck and the step provided did not work on your end.

    Since creating a new user account works on your end fix the problem. It seems like the original Windows got corrupted. Maybe due to a damaged or missing system app setting or component.

    We can try these options to help you check what you can do next:

    ** Option1: Use the New Account

    • Start using that account

    • Move your files

    • Like Documents, Pictures, Downloads

    • Transferred to new account

    • Reinstall any apps you need

    This is the easiest and fastest fix.

    ** Option2: Fix your Old Account

    If you still want to use your old account:

    • You can try a Windows repair install

    • Go to

    • Download the tool

    • And follow the steps

    • It will fix broken system files without deleting your stuff

    ** Option3: Reset your PC (last option)

    If nothing else works:

    • Go to Settings

    • Then System

    • Go to Recovery

    • Choose Reset this PC

    • Then select Keep my files

    • To avoid losing anything important.

    Hello Khel, thanks for replying.

    I've already done Step 1 and 4 prior to this question, but to no avail, the issue still persisted. I can't seem to try Step 2 due to an issue related with the PIN in safe mode, so I won't be touching that since I might break something if I do. However, the issue was somehow fixed at Step 3. I think It's an account related issue. I might have uninstalled something crucial. Apart from Step 5, what do you suppose I should do next? Reset my laptop?

    Hi Jonas,

    Thanks for reaching out Microsoft Community Forum. I totally understand your concern about your Surface Laptop 5 being unresponsive althought you have tried everything. Allow me to help you.

    I recommend these instruction for you to take on what to try next:

    ** Step1: Try a Clean Boot

    This helps check if another app is causing the problem.

    • Press Windows + R

    • Then type msconfig

    • Then press Enter

    • Click the Services tab

    • Check the box

    Hide all Microsoft services

    • Click Disable all

    • Click the Startup tab

    • Then Open Task Manager

    • Disable everything listed there

    • Restart your computer

    If this helps, something starting in the background causing the problem.

    ** Step2: Try Safe Mode

    • Let’s check if the problem happens in Safe Mode

    • While holding the Shift key

    • Click Restart from Start menu

    • Select Troubleshoot

    • Then Advanced options

    • Go to Startup Settings

    • Then Restart

    • On the menu screen

    • Press 4 to go into Safe Mode

    • Once it starts

    • Check if your apps still freeze.

    Something in your normal setup is causing the issue, if it works in Safe Mode.

    ** Step3: Create a New User Account

    Sometimes your current profile is broken.

    • Press Windows + I

    • Then Accounts

    • Choose Other users

    • Click Add account

    • Then choose

    I don’t have this person’s info

    • Then choose

    Add a user without a Microsoft account

    • Create a simple name and password

    • Log into the new account

    • And see if it works better

    ** Step4: Reinstall your Display Driver

    Your graphics driver may be the problem.

    • Right click the Start button

    • Choose Device Manager

    • Click the arrow next to Display adapters

    • Right click your display driver

    • Choose Uninstall device

    • Check box Delete the driver

    • Restart your PC

    • Windows will reinstall the correct driver

    ** Step5: Fix Windows Without Losing Files

    If nothing else works:

    • Go to

    • Then download the Windows 11 Installation Assistant

    • Run and follow the steps

    • It will fix Windows without deleting your files
