After reviewing all the relevant information, I would like to say that Microsoft does not actually mandate that the Surface Laptop 7 can only connect to a maximum of two external monitors, but mentions in the relevant support link what resolution and star rate can be supported when connecting two external monitors:
Supported external display resolution and refresh rates for Surface - Microsoft Support
When you select the Surface Laptop 4 here, you're also getting the same resolution and refresh rate parameters as when you connect two additional external monitors.

However, since neither you nor the customer below is using a Microsoft docking station, I have no way to confirm whether a third-party docking station can connect more than two external monitors outside the Surface Laptop 7, as this involves whether the docking station is fully compatible with the Surface Laptop 7.
That's why I recommend using a Surface-specific docking station in my first response, such as the Surface Thunderbolt 4:

You'll notice that this Surface-specific dock has three USB 4 Thunderbolt™ 4 ports for video display, so it's obviously possible to connect at least three external displays.
So I think the Surface Laptop 7 will support more than two external monitors, but you'll need a dedicated Surface docking station.
