Surface Pro 9 and Windows 11 pro 23h2 or 24h2

My Surface pro 9 won't upgrade windows 11 pro beyond 22h2. I've repair installed the os and reset but it still won't upgrade. Is this a Microsoft not releasing the code yet, because Windows update says I'm no longer receiving security updates.

    Based on your situation, your system is working correctly.

    It's not hard to see that the reason you were previously unable to update directly to 24H2 was that your device was not receiving the relevant push for the time being, even though the update was functioning correctly. Any Windows 11-supported device will be able to receive the latest updates at the right time.

    And the in-place upgrade provided by Greg solves this problem in a timely way. In-place upgrades do not result in missing drivers, but rather an operating system update in the existing complete system environment.

    If you wish to optimize the drivers more, you can also try to manually get the Surface Pro 9 drivers and firmware installer to maintain the performance of the device:

    Hi Greg, I found the documentation for the recovery process. 24H2 BMR image is available and I used it to reimage my Surface. I'm restoring data now and it seems to be running fine.

    I think all systems benefit from a clean install, even though that's not entirely painless.

    Leo, thanks for the thorough post. I did a rest through the Windows / Settings / Recovery tab. It fixed the Windows Update issue (I' receiving updates now) but not the upgrade to 24h2, or 23h2 for that matter. If I go through teh procedure you documented in your post will I get a USB image of 24h2, or an image of 22h2? I don't want to go through teh process of reinstalling my apps if it doesn't get me 24h2.

    You could also try doing an in-place upgrade from Download Windows 11

    You mentioned that you have performed a system reset on this Surface Pro 9, and since we have no way of knowing the details of your reset, allow me to shed some light here. In past user feedback, some users have used a regular Windows recovery image to reset their device rather than a Surface-specific image, and in these incidents can include all sorts of unanticipated issues, including update issues.

    So, I'm going to share with you here a complete procedure for fresh installation of Surface via USB recovery drive. Before performing it, we will recommend backing up the important contents and data in the device.

    We need to head to the following site to get the image file of Surface:

    Get it by logging into your account and entering your device's serial number:

    After completing the creation of the recovery drive, continue to refer to the guidelines in the following link to complete the recovery operation:
