Yes. But you may need a powered USB hub or a powered USB CD/DVD drive as Surface does not supply enough power over USB for some peripherals. The USB 3.0 port IS compatible with USB 2.0.

I have a Surface Laptop 3 and although it is running USB ver 3 will it accept an external CD/DVD drive using USB ver 2? Thank you

Fortunately the CD/DVD drive I bought is USB 3.0 and the power output via the USB 3.0 port is sufficient to drive this one.
Am I right in thinking that that an USB 2.0 device, although it will work as you say via an USB 3.0 port, will only operate at USB 2.0 speeds and not the higher speed of an USB 3.0?
