After an unplanned shutdown for connectivity loss error, my VM keeps restarting and is unavailable. Trying to reapply or redeploy does not work and the VM is still unavailable. How can I solve the issue?

just solved with MS support, this was the process to solve: https://learn.microsoft.com/en-us/azure/virtual-machines/troubleshooting/troubleshoot-stuck-updating-boot-error#remove-the-update-that-causes-the-problem
it took a while to find it, but then fixing was quite straightforward

Maybe it was only a hiccup with the Azure storage in the datacenter.
You should give a try again.
If the issue persists best option is to create an Azure support ticket.
