I have a Microsoft Surface Pro 8 Model 1983 i5.
On the YouTube site (and I have also downloaded the YouTube Windows "app", same thing) I cannot scroll through my notifications (bell icon menu) nor the account menu using touch screen. I have no problem scrolling using the touch screen on the expanded hamburger menu on the left. I have not found any other scrolling issues with other websites. If I attached the keyboard and use the trackpad to scroll, that works. In fact, with the keyboard attached I can also use the touch screen scroll to scroll through the notification's menu.
I have tried YouTube on Chrome, Edge, and Firefox. The issue is present on all three browsers.
I have tried various internet searches, but I cannot find any other information about this.
Anyone else come across this? Is there a fix? Also, this was not always a problem. It started within the last couple of months.

In the video, I attempt to scroll using touch screen. When I am able activate the scroll bar on the right side of the menu, I can scroll inconsistently.
