Touchscreen Scrolling Weirdness on YouTube, anyone else experience this problem?

I have a Microsoft Surface Pro 8 Model 1983 i5.

On the YouTube site (and I have also downloaded the YouTube Windows "app", same thing) I cannot scroll through my notifications (bell icon menu) nor the account menu using touch screen. I have no problem scrolling using the touch screen on the expanded hamburger menu on the left. I have not found any other scrolling issues with other websites. If I attached the keyboard and use the trackpad to scroll, that works. In fact, with the keyboard attached I can also use the touch screen scroll to scroll through the notification's menu.

I have tried YouTube on Chrome, Edge, and Firefox. The issue is present on all three browsers.

I have tried various internet searches, but I cannot find any other information about this.

Anyone else come across this? Is there a fix? Also, this was not always a problem. It started within the last couple of months.

In the video, I attempt to scroll using touch screen. When I am able activate the scroll bar on the right side of the menu, I can scroll inconsistently.

The issue began when I purchased and started using the keyboard.

I completed the suggested steps 1 to 4. Below is the printout of the command window for step 4.

    do you have keyboard? if yes when you disable,deatach it problem not solved?

    when you connect mouse problem exist? try coonect bluthooth mouse

    do you have Gorilla Glass for protect screen ? if yes 90% problem comes from it ...remove it and buy better one

    Yes, I have the keyboard. Detaching/attaching it does not solve the problem.

    I do not have a blue tooth mouse. Not interested in buying one to try and solve an issue with the touch screen features. Don't know how that makes sense.

    I don't have gorilla glass or any other screen protector.

    Thank you for reaching Microsoft Community. Apologies for the inconvenience this has caused you and we appreciate the time and effort spent to report this issue to us.

    This really is a weird concern considering that scroll works using touch screen when the typecover is attached. Can you please take a video recording or screenshots where we could see the concern you raised? You may share it here or upload and share it through OneDrive then share the shared link here to us.

    Provide us also with the Windows specification that your Surface Pro 8 is currently running. To check, go to Windows Settings > System > About. Provide us with the details under Windows specifications except for the serial number.

    You mentioned also that this works fine last couple of months, may I know if there were any changes made on the device before this started?

    For now, kindly try running these steps below then see if the issue persist:

    1: Run Surface Diagnostic Toolkit

    See: Fix common Surface problems using the Surface Diagnostic Toolkit (microsoft.com)

    2: Check for Windows Update

    Go to Windows Settings > Update & Security and select Check for updates

    Make sure all updates need are installed including Optional updates

    3: Update drivers and firmware

    Check what is the current OS Build of your Windows version by going to Settings > System > About

    Go to Download driver and firmware for Surface, choose Surface Pro

    Then click the link next to Surface Pro 8 then click Download on the next page.

    Choose the .msi file that matches your current OS Build and click Next.

    After downloading, run and install the .msi then Restart. 

    4: Run System File Checker Tool and DISM commands

    Open Command Prompt (Run as administrator)

    Type and enter these commands below:

    DISM /Online /Cleanup-Image /CheckHealthDISM /Online /Cleanup-Image /ScanHealthDISM /Online /Cleanup-Image /RestoreHealthSFC /scannow

    Note: Allow each command to complete its process before entering the next command line

    Exit Command Prompt and restart the Surface
