You mentioned about touch points on the screen, are these ghost touches you mean? This could be a hardware issue but you need to check it in the UEFI settings if the issue is present in the UEFI environment. If not, then is just a software issue.
To access UEFI Settings, simply:
Press& hold the keyboard's shift key and select "Restart" from the power options on your Surface.
Select Troubleshoot > Advance Option > UEFI/Firmware Settings > Restart and check if the issue is present in the UEFI environment.
If the issue is not present in UEFI, then what we can highly recommend is to run**Surface Diagnostic Toolkit** and check for Windows Update. Once done, you can also uninstall/reinstall the Touch Drivers from Device Manager.
To uninstall/reinstall:
Open Device Manager
Expand Firmware
Right-click on Surface Touch and select "Uninstall Device". If a pop-up shows up, leave the box untick, just proceed uninstalling the driver.
Aside from that, you can also expand Human Interface Devices
-Right-click on HID-Compliant Touch and select "Uninstall Device". If a pop-up shows up, leave the box untick, just proceed uninstalling the driver.
After uninstalling, simply restart your Surface to re-install the drivers back.
