I understand you're having issues with your Surface Pro 9 keyboard, which displays the quote mark instead of the @ sign when you hit the shift + 2 key. It sounds like your keyboard layout may be set to a different language or region.

To change your keyboard layout to the correct one, please follow these steps:
- Click on the Start menu and select "Settings."
- Click on "Time & Language."
- Click on "Language" in the left-hand menu.
- Under "Preferred languages," click on the language you want to use.
- Click on "Options."
- Under "Keyboards," click on "Add a keyboard."
- Select the keyboard layout you want to use.
- Remove any other keyboard layouts that you don't need.
Once you have set the correct keyboard layout, you should be able to type the at symbol by pressing shift + 2.
If the above steps do not resolve the issue, you can try disabling Sticky Keys, Toggle Keys, and Filter Keys in the Ease of Access settings.
