I have the same problem. It stop randomly. I go to the device manager and disable it and enable again. In properties of device I have this error " Windows has stopped this device because it has reported problems. (Code 43)"
Intel Precise Touch Device Driver cannot start
I have a Surface Pro 7 that I purchased new in August 2020. About a month and a half ago I noticed that my touch screen and Microsoft pen were not working. I opened the device manager panel and found the error code under Intel(R) Precise Device :
This device cannot start. (Code 10)
STATUS_DEVICE_DATA_ERROR
My computer is fully up to date with "2022-08 Cumulative Update for Windows 11 for x64-based Systems (KB5016691)." I have tried uninstalling the touch driver and restarting, I have tried disabling the touch driver and restarting, I have tried updating the driver. I have gone through the surface diagnostic toolkit and the result says that there is a problem with the touch driver. I brought my computer to two different Geek Squad locations and but they were each quite vague about what the problem is and why they couldn't fix it. They each just uninstalled the touch driver and restarted (like I've tried doing 100x already) , which did not work. It seemed like they were afraid to do anything more than that and both said that I should just trade it in for a new one. However I have school work to do and I cannot be without my computer for more than a day or two, and the geek squad guys said it would take multiple weeks to receive a new device or to get mine repaired. I want to know what other options there are to resolve the touch driver issue I am having.

Seems like this is a pretty common, replicable, known software/driver/firmware issues that happens after the update.
Are there any answers I've not found on Google yet?
Or so we need to wait for either Microsoft or Intel to get around to releasing an update for a small issues, affecting a small (probably not commercially important) group of users?
Any update about when it'll be resolved would be appreciated.

2023-03-21T22:26:50+00:00 I have the same issue. When I roll back the system updates, it's fine again until the updates start again. It's in the update files that is breaking it.

2022-12-31T23:30:41+00:00 I have the same problem on my surface pro 7. I have tried the UEFI fix and it did not work and I have no touch screen. I have tried all of the published "fixes" and even replaced the screen and the small display board all to no effect, The surface works well except for the touch screen. All th indications in the device manager is Intel Precise Touch Device Driver cannot start fault code 10. Status Device Data Error.

I appreciate the efforts and time you spent in trying to resolve this issue. Other thing that will help us isolate the issue is to boot the device to Surface UEFI screen and test if touch screen works.
- Shut down your Surface.
- Press and hold the volume-up button on your Surface and at the same time, press and release the power button.
- When you see the Surface logo, release the volume-up button.
The UEFI menu will display within a few seconds.
If touch screen does not work in UEFI screen, then we know it's a hardware failure. Your device needs an exchange. I recommend to contact our live support for further assistance in getting your device replace and see other options for your device. You may reach them through the numbers listed in Global Customer Service phone numbers (microsoft.com) under For Business users.
