How to fix a USB to RS232 driver issue in Surface Pro 11th Edition

When I install a USB to RS232 converter using the drivers supplied, widows dows nor recognise it and states drivers are not installed. When I direct the driver update to the drivers I have for the device it cannot find the drivers. This is a new device as the old device would not work on new surface.
