I am getting similar issue on windows laptop, after updating to latest version of windows. Restart does not solve the issue
I have this issue as well. Restart temporarily gets rid of it, but it comes back frequently. I'm sick of re-starting my laptop. I don't have a surface.

Which Surface do you have and what build of Windows is it running (run WINVER to get the build number)

If you restart your Surface, it should clear the issue AND it should show what program it is trying to close. Does restarting clear the issue?
