I found the user guide for the mouse at VGP-BMS21 (sony.com)

Apparently, instead of a hardware switch, Sony installs proprietary software on the Vaio branded computer that is used instead of a hardware switch. This Smart Network Sony software is for specific Sony computers per VAIO® Smart Network Software (Windows 8 32bit, Windows 8 64bit) | Sony USA and was discontinued after Windows 8.

Here's a piece of the user guide showing that the proprietary software is needed.

Bottom line, the Sony Mouse and Keyboard won't work with your Surface, sorry.

Thank you but there are no pairing buttons or dongles. These came with the machine and connected automatically

There should be pairing/connect buttons on each. Open Settings, select Bluetooth, Add a Device, Activate the connect button on the mouse and see if it pairs. When done, repeat for Keyboard.

    Apologies. It is the

    Microsoft® Surface Laptop Studio

Yes it’s the one in the link you sent - Sony tap 20.

What I wish to do is simply connect the mouse and keyboard that came with the sony tap 20 to my laptop studio. The laptop is standable and would love to use the sony keyboard ⌨️ and mouse when so.

This is confusing. Your subject mentions "Surface Studio" but you posted in Surface Laptop 5. Do you have a Surface Studio (what model)? A Surface Studio Laptop? Or a Surface Laptop 5?

You mention a VAIO Tap 20. Is it the device reviewed in Review: Sony Vaio Tap 20 - Neowin ?

If you are trying to attach it to your Surface as a second display screen, the VAIO has no video IN ports so you cannot hard wire it, You MAY be able to project to it using Wireless Display/Miracast.

Your subject states "How can I connect a Sony Vaoi Tap 20 to my laptop mouse and keyboard to surface studio?" And you mention the VAIO plus mouse and keyboard and it is unclear what you are trying to accomplish or what you want to attach. The mouse (and probably the keyboard) are Bluetooth enabled, but you would need to check with Sony to see if these can pair to two devices at the same time. Probably not as these are 10 years old and the manual does not indicate this is possible VGP-BMS21 (sony.com)

Please provide some clear details on what you are trying to accomplish.
