Surface book 2 Nvidia GPU can't be used

I have a Geforce GTX 1060 graphics card that I want to use for certain apps. I record videos on OBS and I had my encoder set to the Nvidia graphic card (nvenc h.264 (new)) which used to work flawlessly, but one day I pushed the record button in OBS and I got an error saying encoder can't be found or outdated. So I go to OBS settings to see whats up and nvenc h.264 (new) is gone and I can only use my laptop's CPU. I assume the driver needed an update which was true. I went to Geforce Experience and updated my GPU driver. It restarts my system and updates the driver. I open OBS to put back nvenc h.264 (new) and it's still not there. I go back to Geforce Experience and it tells me I need to update my driver. So I do it again and still nvenc h.264 (new) is not there. Geforce Experience still tells me I need to update my driver. I tried updating the driver online through the Nvidia website and it still doesn't work. I get no error message, my computer tells me everything is working properly.

I want to note Geforce Experience doesn't let me go to the home page or settings. Every time I click ⌂ or ⚙︎ nothing happens. No matter how many times I spam the home or setting icon it does not open nor do I get an error message. I even hard reset my PC, thinking this is sure to fix the issue and nope its acts the same exact way.

Going to device manager and display adapters my graphics card is listed, detected and, according to my computer, "Working properly"

I am usually good at finding solutions to pc issues, but this it the first time I truly can't find a solution. I spent almost a week trying to fix this.

Forgot to mention I tried both express and a clean installation of the drivers. And my laptop is fully up-to-date

I also notice that Nvidia control panel does not open either. I click on it and it acts like its going to load up and it just doesn't open

In task manager Nvidia control panel is there for like two seconds (after clicking it) and it ends the task

Other than that my laptop works fine but I can't use OBS and Premiere pro without it being so choppy.

I miss the performance I used to have

Any suggestions?

Update:  I just realized that my gpu (Nvidia Geforce GTX1060) indicates when I go to properties and check under events, it says 'Device Install Requested'

I'm sure this is the issue right?

    Hello, you need to download an earlier version of the drivers from the nvidia site and install, I use the version - 517.48 , all the newer drivers seem to contain an error and the video card is not detected.

    In my comment I mean only this 517.48 are worked but after this version like 522 526 it's not.

    I'm having the exatcly same issue as you, Geforce Experience continue to show me to express install or custom install the latest driver.. wich I already installed throught it. Nvidia Control Panel won't show up.

    I even tried a clean installation after using ddu (display dirver unistaller) in safe mode after resetting the surface. Nothing.
    Did you find any solution?
