May I know what build version of Windows are you on?
Is there a chance for you to test the keyboard to another Surface or test another keyboard to your Surface device? This will help us isolate of which is having an issue.
You may try to do the steps below.
Force the device to shut down and restart to clear hardware cache
Press and hold down the power button until your Surface shuts down and restarts and you see the Windows logo screen (about 20 seconds), then release the power button.
Run Surface Diagnostic Toolkit and make sure to install all the updates including optional updates

To check for updates: Go to Settings >> Update and Security >> Windows updates >> Check for updates
Boot your device to UEFI screen
- Shut down your Surface.
- Press and hold the volume-up button on your Surface and at the same time, press and release the power button.
- When you see the Surface logo, release the volume-up button.
The UEFI menu will display within a few seconds.
- Under Devices, select Type cover and toggle it to off then turn it back on. Then restart your Surface.
- Verify if keyboard (arrow keys) allows you to progress through menus, or the touchpad allows control of the mouse arrow.
If both keyboard and touchpad doesn't work in UEFI, then we know it's a hardware problem.
