We were able to confirm that the problem is not driver or hardware related.
For hardware compatibility issues brought on by the update, I would actually recommend contacting the Surface Technical Support team. They can provide a more authoritative and detailed explanation of the impact of the update.
The community will also log your incident and provide feedback about the update to the developer team.

Open the Surface App and follow the procedure below:
- Click "Help and Support" and then click "Get Help".
- Briefly describe your problem in the text box, such as "Thunderbolt 4 stops working after Surface update", and then press Enter.
- Click "Contact Support" at the bottom.
- Select "Surface Laptop" and click "Confirm".
