We had this issue recently as well. Strangely enough we fixed it by using a USB-C charging block temporarily. After it charged a bit with that, the regular charger started working. Worth a shot?
Surface 2 Laptop Not Charging
Hello,
I have Surface Laptop 2 and all of a sudden the battery shows 0% and is no longer charging. The problem occurred directly after several windows updates, and I have tried all of the available troubleshooting (online).
It seem like a software issue - can you help?

2022-07-31T16:32:29+00:00 Hi Roarkes,
Thank you for reaching Microsoft Community. We're sorry for the trouble this has caused you.
Is your device still on ? If yes, I recommend to try these things first.
1. Force the device to shut down and restart
Press and hold the power button for 20 seconds.
2. Run Surface Diagnostic Toolkit
See: Fix common Surface problems using the Surface Diagnostic Toolkit (microsoft.com)
3. Remove and reinstall battery driver.
From Device Manager, expand the Batteries category.
Double-tap or double-click Microsoft ACPI-Compliant Control Method Battery, select the Driver tab, and select Uninstall > OK. Then restart your device.
4. Update drivers and firmware
Check what is the current OS Build of your Windows version.
On the search box type Winver and run command.
Go to Download driver and firmware for Surface, choose Surface Laptop
Then click the link next to Surface Laptop 2 then click Download on the next page.
Choose the .msi file that matches your current OS Build and click Next.
After downloading, run and install the .msi then Restart.
**Note:**If there isn’t an .msi file that corresponds to the Windows build you have installed, select the .msi file that's closest to (but still lower than) your build number.
Let me know how it goes.
Kind regards,
Lavenia

2022-08-02T19:50:59+00:00 Hi JWamplerPA,
I'm glad that it works now. That did the trick that it's now start charging. If these happens again, might as well change the PSU and see if issue persist in that way we can isolate the issue better.
You might want to check Surface Battery topics for reference. How to charge Surface (microsoft.com)
Thanks,
