Can surface pro 8 be charged via USB-C PD at 65 W?

Question is simple but I try to add some useful details.
I just bought surface pro 8 and i'm searching a powerbank that can charge it. The surface pro 8 charger is the 1706 model, 65 W in total, splitt in 60 W main charger (15V--4A) and 5 W USB power on charger (5V--1A).
I found only powerbanks with 65 W output (20V--3.25A) (and one with 60W but 20V--3A), and looking on the internet I read that charging a notebook that uses 15V voltage with a 20V charger is likely to cause damage and that if it goes well simply uses 15V instead of 20V and a lower amperage (eg charging at 45W = 15V-3A).
Is that true?
Charging surface pro 8 with 65W is dangerous / useless ?
p.s.: Are there any 60 or 65 W powerbanks (not chargers, only powerbanks) certified for surface pro 8 ?

    Surface pro 8 max charge rate is 60w 20v/ 3A. You can use any power bank that support PD spec 20v/ 3A. Any power bank that has a USB-C 60w port will have the charging profile. USB-C PD is a universal USB-C charging standard. Some power bank includes the USB-C 60w cable. You'll have to look at the product page what cable is included. Otherwise you'll have to get a USB-C cable rate for 60w.

    hello, thanks for the answer but I already knew that surface pro 8 can be charged via USB-C PD, my question was about 65W and that article (which I had already read) does not answer my question

    well, if i'm using the surface with medium-heavy use requires about 40 W, Using a 45 W charger is not only a problem because it may not be enough but requiring a longer time for charging heats the battery more than would the 65 W charger which is NOT *better for the battery*.

    Then again the point is that buying a 65W charger and using it at 45W is a waste of money.
