Same issue occurs for me with Canon G600 series printer. Settings->Bluetooth & Devices->Printers & scanners shows message "Driver is unavailable". Very disappointed with Microsoft for releasing a "new and improved" device that isn't compatible with multiple printers.
Printer driver won't install on Surface Pro 11th edition with ARM processor
I can't figure out how to install a Toshiba printer driver on my brand new Surface Pro 11th edition with Windows 11. It has an ARM processor and I've found some threads that say printer drivers won't install on ARM-based machines. Why?
I've tried hooking it up via USB and setting it up as a local printer. When I select "Have Disk" to install the Toshiba print driver, it finds the driver on my computer, then when I click OK on this screen, it just blinks and nothing happens. Suggestions???

Manually installing a printer driver that way is not the preferred way on a modern PC with Windows 11. Windows 11 supports most printers, so you probably won't have to install special printer software. Additional printer drivers and support might be available if you update Windows.

I noticed that you were unable to install the driver for your Toshiba printer on your Surface Pro 11. Also, you have checked some threads mentioning the inability to install drivers on Arm architecture devices.
Allow me to share the following information with you:
The system architecture of a device is usually determined by the CPU model. In the past use of devices, we have more often used system architectures such as X64 or X86. At the same time, when we download drivers or applications, it is not difficult to realize that sometimes we are also required to select the system version. The point here is to avoid any compatibility issues by choosing a version that is applicable to the system architecture of the device.
Whereas the Surface Pro 11 has a Snapdragon processor, this is an Arm device. Naturally we need to make sure that the program has an Arm version when choosing a driver. Meanwhile, I noticed in the screenshot you provided that what you have installed so far is probably a 64-bit version of the driver, which doesn't seem to apply to this device. Therefore no response occurs when you click OK.
We recommend that you contact Toshiba Printer support and confirm that they have released a version for Arm for the relevant driver, and if so, they can send it to you in any form.
