the best way to connect your sceen is to use USB-C to HDMI converter.

Since Surface TB4 dock does not have HDMI or mini-HDMI(you have circled), you need some kind of converter for your dock and the screen.

Find some USB-C to HDMI cable with the length you need.

i am having the same exact problem for three workstation locations 2 office and 1 at home. I have samsung monitors in one office and dell mintoris int he other. I've tried using HDMI to USBC thunderbolt adapters, and most recently I've tried using Cable Matters USBC to HDMI cables - the light on that cable connection turns on when it plugged into the dock and i hear my laptop detect the device but then there's zero life on the monitor and i can't adjust any settings on it from the laptop as it doesn't even appear to be operating. I've tried multiple brands and nothing works. What is going on here? I upgraded my old surface laptop which i had used for years to operate dual external monitors from using a surfacce dock 2 in all three locations with no problems and now with my new surface laptop 5 and surface dock 4's I can't use ANY external monitors at all no matter what i do.

I can't get a live person from Mycroft to help me with this problem after spending thousands of dollars on this new equipment and multiple attempts at using different cables that I've purchased none of which work. What a rip off! Anyone have a solution? They point you to these sites to download driver's like I'm supposed to understand what the heck these things are but that's all the help you can find. has anyone found solution?

    Hi, Taani_1991

Thank you for posting in Microsoft Community.

According to your description, your DELL monitor is standard HDMI and Surface Thunderbolt 4 Dock is miniHDMI, you need to buy the adapter as shown in the picture, and then you can use the standard HDMI signal cable to connect your Surface and monitor.

I hope the above information can help you. If my understanding is wrong, please point it out to me so that I can assist you better.
