Battery Limit Options - Change setting to cap charging when plugged in?

Like many others, I'm having issues with my new Surface Laptop 3 (13.5" i5 8gb 256gb) overheating, making an annoying buzzing sound, and the fan running very loud most of the time (while charging, not charging, and even with battery options set to "Best Battery Life.") I have already tried trouble-shooting everything Microsoft support recommends, updated drivers, reset to factory settings, and even got a new device! Now that my second, brand new Surface Laptop 3 is having all three of the same issues, I'm discouraged - but still want to find an way to fix it (or just sell it and go back to a Dell.)

Is there a way to set a limit on how much the battery charges while plugged in? Due to COVID-19, I'm home all day docked to a Lenovo usb-c charging doc/display port. No matter the load on the laptop, the temperature and fan are unreasonably high, my hope if that only charging the battery 50% would reduce this issue (as it appears nothing Microsoft has offered helps.)

I tried UEFI restarts but the setting is not available in the options.

    Thank you for reaching out to Microsoft Community.

    May I know which processor does your Surface Laptop 3 has? Is it the Intel or AMD processor?

    The Battery Limit Mode should be available on the UEFI screen of the device. Try again to boot the device to the UEFI screen by following the steps given on this page under How to get to the UEFI settings. Once you are on the UEFI screen, go to Boot Configuration, under Advance options you should see the Enable Battery Limit Mode. This option will limit the battery charging to 50% of its maximum capacity. You may check this page for more details on Battery Limit Setting.

    If still Battery Limit Mode still not available, please do these steps first to troubleshoot:

    1: Run Surface Diagnostic Toolkit and check Windows Update

    2: Update drivers and firmware

                                   Check what is the current OS Build of your Windows version by going to Settings > System > About.

                                   Go to Download driver and firmware for Surface, choose Surface Laptop 3 then click Download on the next page.

                                   Choose the .msi file that matches your current OS Build and click Next.

                                   After downloading, run and install the .msi then Restart.
