    Here's a solution..

    Install PowerToys Install PowerToys | Microsoft Learn

    Go to Settings, Keyboard Manager, Remap a Key

    Set this up:

    Then, hit OK and when you get

    Select Continue Anyway and this saved configuration works for me. The Menu key now operates as a Control Key (Powertoys has to be kept running in the background and the Keyboard mapper needs to be set to on.)

    Totally wrong. The Microsoft Keyboard Center is not the solution, nor is Sticky Keys (I can't even figure out why you would suggest this). If you want to know exactly what devices are supported by the MKC, there is a support page with this information Which devices are supported by Microsoft Mouse and Keyboard Center? - Microsoft Support

    Power Toys actually can be used to remap MOST keys on a Surface Laptop PowerToys Keyboard Manager utility for Windows | Microsoft Learn although I note that the dropdown does not contain VK MENU which is what I believe would be needed. I AM asking around on this one. Edit*: it is the Apps/Menu key in PowerToys and I have TESTED and posted instructions.*

    However, I'm afraid that this is already configured by design and may no longer be able to reassign. You can try checking How do I reassign hot keys for my keyboard? - Microsoft Support but this might only work on external keyboards.

    Otherwise, you might also want to check Sticky keys on your device. Go to Windows Settings>Ease of access>Keyboard>Use Sticky Keys.
