It is a surface pro 9. The JBL earbuds are listed as paired in the "bluetooth" drop down. The earbuds are not listed in the "select a sound output." Toggling between "paired" and "connected" occurs immediately after "pairing a new output device." It never stays "connected." I wiil try the step you listed and will get back to you.

I would like to confirm first on the exact model of your Surface. Is it a Surface Pro or a Surface Laptop 3? If Surface Pro, which Surface Pro model is it? See this page for reference: Find out which Surface model you have - Microsoft Support
Does it toggle from connected to paired even while you are using it or only when it is left idle for a few seconds or minutes?
Kindly try these steps below first:
Open Device Manager
Expand Bluetooth
Double-click on the Bluetooth adapter of the device
See if Power Management tab is available
If yes, click on it then uncheck the box next to Allow the computer to turn off this device to save power option
Click OK
Do this also to the driver of your JBL Headset
Expand Human Interface devices and do the same for the Bluetooth Low Energy GAT compliant HID device listed
Close Device Manager and restart your Surface to make sure changes are saved then see if issue persists
