If this issue was published a month or two ago, I would have told you that the Surface Pro 11 may not be able to meet your development needs, because the Surface Pro 11 is powered by a Snapdragon® X CPU, which is an ARM-based CPU.
Some of the tools you have mentioned here are available for Windows ARM devices, but not all of them meet this condition. The following is some compatibility information obtained after my query, for reference only:
- VS Code: Visual Studio Code already supports Windows ARM devices, you can download the version for ARM directly from the official website.
- IntelliJ IDEA: IntelliJ IDEA supports Windows ARM from version 2023.3.3, you can find the relevant version on the JetBrains official website.
- Toad: There is no clear information that Toad fully supports Windows ARM, but you can try to run it through emulation mode.
- Erwin: Similar to Toad, there is no clear information about ARM support for Erwin, but you can try to run it in emulation mode.
- Oracle: Oracle Database has released a specific version for the ARM architecture that can be installed and run on Windows ARM devices.
- MySQL: MySQL is supported on Windows ARM devices, but may need to be compiled from source code or use an unofficial version.
- PostgreSQL: PostgreSQL is supported to run on ARM architectures, including Windows ARM.
- Node.js: Node.js is supported on Windows ARM and can be downloaded for ARM from the official website.
- Apache Tomcat: Apache Tomcat can be run on ARM devices, but needs to be configured and installed manually.
- Figma: Figma provides desktop applications for Windows ARM.
- Postman: Postman does not have explicit ARM support information at this time, but it can be attempted to run via emulation mode.
- Notepad++: Notepad++ can be run on Windows ARM devices via emulation mode.

I believe that all of the tools you mentioned here will install and run properly in the Surface Pro 11 with the Intel CPU.
Finally, some information about external monitors that I can share with you is that the official support link from Microsoft mentions the possibility of external two additional monitors, supporting a maximum resolution of 3840 x 2160:

But that doesn't mean the Surface Pro 11 only supports two external displays. Some users have noticed that more than three monitors can be connected through docking, but the resolution and refresh rate will be reduced.
