Surface Book 2 clipboard not charging

recently I had to replace my Surface Book 2 with another one with identical specs. I had a full disk backup and restored it to the new machine, after allowing the new machine to be updated with software updates, including firmware. The restore was successful--however, I'm noticing a problem with the power. Specifically, using two different Microsoft SB2 power adapters, the clipboard won't charge, and, indeed, will discharge while plugged in, while the base unit remains full. Oddly, the clipboard will charge if connected to either the Surface Dock or a type-C charger, or if left plugged in with either adapter while it is sleeping.

I've tried refreshing the drivers, removing the ACPI battery devices from Device Manager, confirming that the power adapters work with my other Surface devices, that the pins connecting the base to the clipboard are clean, and that the clipboard will charge from the adapters if I plug an adapter directly into the clipboard.

My understanding is that the Surface Book should preferentially keep the clipboard charged. Anyone have any ideas--other threads I should pull to try to resolve this?

    Thank you for reaching out Microsoft Community. We apologize for the inconvenience this has caused you.

    What I'd like you to do is to reset this device back to its factory settings in order for us to determine whether the clipboard/tablet(part) you recently received as a replacement is defective or whatnot. In the event the issue exists after resetting the device, then the best resolution I can advise is to contact our Microsoft Surface Support again to get another replacement. Anything that involves replacement can't be processed here in MS Community so it's best to contact our technical support to get further assistance.
