I go to clear my search history, validate my Microsoft account and the Bing search history simply refreshes. When attempting to delete the entries it says 'something went wrong, please try again later' and 'working to resolve the problem'.

No. The issue is present on Android and iOS. I only have Bing installed.
It seems Microsoft is preventing us from deleting our Copilot chat history for nefarious reasons.
I may have solved the problem, it might have been to do with the clearing of Cookies and site permissions section in Edge. I was not aware that Bing was not tied into Edge's clear all data features. Latent cookies were jamming the Bing Search history.
It did not work and has not worked since before Christmas. I think this is part of the new download problems. I could be wrong

I'm sorry to hear about this issue. It seems Bing has an issue revalidating Microsoft login to clear search history. I would suggest submitting a feedback to Bing. In the meantime, you may try these steps as a work-around. Go to https://account.microsoft.com/privacy/ ,please make sure to sign in with your Microsoft account. Scroll down to Search History which shows the things you type when you search for information on the internet using Bing. Just simply click on 'Clear seach history'. Let me know if this works. I may have solved the problem, it had to do with Edge's Cookies and site permissions, I found out stuff was there and deleted it. Edge's privacy page and site permissions page don't clear each other out. Some of the cookies and site permissions were apparently jamming the Bing search history.
