I had this problem a few times and might have found a fix. It worked for me so maybe it'll work for you too. If you verified and done the whole reinstall hassle then I'll cut straight to it. I imagine yours is like mine where the Battle Eye app opens and then you get "windows cannot access the specified device or file, you may not have proper permissions...blah blah." So depending if you have fortnite on C drive or not, uninstall the BE service. Open task manager and close any instances of EGlauncher. Open fortnite using the shortcut on the desktop if you have it. Might take a bit longer to load the game but you should see easy anti cheat load on the screen and not the BE app. Hope this helps and let me know.

i have tried to change the permission given to the app.
i have even given all the permission to the game but the game still doesn't run.
also, the game run sometimes but it's automatic and rare.

2019-10-23T03:07:34+00:00 Well my solve at the time used to work but now i'm on the latest preview build and latest Fortnite patch and it doesn't work. Is your main account local or a Microsoft account? I used to have a local user account but now only use my Microsoft account. I have applied permissions to my account and to 'Everyone' under the Epic Games folder and to Fortnite's folder. Still no luck. I wish Epic and/or BattleEye would be able to answer this other than saying "Preview Builds are not supported." I have tried multiple tricks of installing onto a different drive or even rebooting the computer and occasionally I can get back on. Best of luck to all of us.

2019-07-19T21:23:47+00:00 I don't know anything about Fortnite, but it uses BattlEye anti-cheat software. There were some issues with BattlEye and recent Windows 10 Versions.

When I use my main windows account in did a reinstall of Fortnite. It then worked.
Logging is with my sons Windows account, starting Fortnite does not work. Gives "Windows cannot access the specified device, path or file. you may not have appropriate permissions to access them" error. Even when my sons account has Admin rights.
