As the legacy 'Alt + Tab' works, when I press the key combination, a Window Switcher Interface appears, where I need to keep Alt key pressed and meanwhile I can use Tab key or arrow keys to iterate highlight the window I want to focus, and then leave the Alt key to focus the highlighted window. Another way is to again use Alt + Tab to open the interface and then keeping the alt key pressed, use the mouse to click the window you want to focus.
This was the way Alt + Tab works. I have two laptops, both running Windows 11. 2-3 months ago, when I installed an Insider update in both the laptops, one laptop got the Alt + Tab working the same way as it used to be, but the other started misbehaving. Here are the observations:
When I pressed the alt + tab key the interface appears as usual. Now, even if I remove my finger from the Alt key, the interface remains still. It does not mean that the interface freezes. I was able to use arrow keys, tab keys (without alt) to highlight windows. And then to focus the highlighted window, I needed to click enter. To dismiss the Window Switcher interface, I can press the Esc key or click outside the interface.
This move by Windows seemed intentional and I thought that it was a part of update, although, I didn't experience this behaviour in the other laptop with same update. Within, the last couple of months, I had updated the system 2-3 times, and still, both the laptops share their respective behaviours as they did months ago.
On researching, I could not find any such 'feature' which changed the behaviour of Alt + Tab. So, is it a bug? What are the next steps I should take??

Thanks, as per your suggestion, I tried the online key binding tester, and it turned out that whenever the 'Alt' key was triggered, 'Ctrl' key also triggered for some reason. After some research over the web, I found that this was due to the wrong keyboard layout. The keyboard layout was set to ENG-IN. Setting the keyboard layout to ENG-US solved the problem. But, still I would like to know why Alt key triggered Ctrl key.

I am currently on Build 22623.1180 and I guess it is the latest update, because I just updated it yesterday and the bug persists. I would surely consider posting the issue on Feedback Hub. Thanks.
Which build are you on? I'm using 25281 and have no problem. If you are using the same build I suggest you post in the Feedback Hub.
