In addition to what has already been mentioned. A lot of Windows Insider MVPs run events in their local community. Blog about Windows. They also test Windows updates in the Windows Insider program while providing feedback to the Windows team via the Feedback Hub.
All while helping others on the Microsoft Community, on other tech communities.
The more you make a positive contribution to the community by helping folk here, providing feedback in the Feedback hub and writing how-to guides on using Windows and other Microsoft technologies. The more you may be noticed by other Insider MVPs and/or Microsoft Employees. Then they will submit a nomination, which will be sent to you directly.
You also have two different MVP programs. The one Pauli has linked is the Microsoft Most Valuable Professional award which is for the IT & Business sector and developer sector. Then you have the Windows Insider MVP program which is more about Windows and being a Windows Insider. Both MVP awards will award you if you meet the criteria. Your previous year activity is reviewed against current MVP's and other MVP nominations for the previous year. So, the more you do to actively help others and Windows, the more you will be able to highlight in your nomination.
