Need permission to download files from WEB

I have Windows 10, and Microsoft EDGE on a new computer.  Whenever I try to download a file from the internet it says I need permission to do so, and along with this issue all of my current PDF files got converted to Microsoft EDGE PDF files which I cannot open.  I am the administrator on this computer.  I also tried to download Acrobat Reader.  It appears that I cannot do anything useful on my new computer without getting permission from some mysterious source.  I spent hours on the WEB trying to find a solution to this problem which by the number of such requests is a very prevalent problem that Microsoft has not solved.

    I am Louie, a Microsoft Community member and a fellow Windows 10 user like you. I hope I can help you on your concern.

    Could you please try turning off the User Account Control Settings with these two options. and check if it solves your permission issue.

    1. Type UAC in the search field on your taskbar.
    2. Click Change User Account Control settings in the search results.
    3. drag the slider down to Never notify and click OK.
    4. Reboot your computer for the change to take effect.

    Option 2: (turning off the UAC can also be done in REGEDIT)

    1. Type REGEDIT in the search field on your taskbar.
    2. Click REGEDIT in the search results.
    3. Go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies
    4. Select System.
    5. Find and doubleclick EnableLUA
    6. Change its Value data to 0
    7. click ok.
    8. Reboot your computer for the change to take effect.

    I tried this and it did not work.  I tried to down load a PDF file and it said I needed permission.  I tried to down load Adobe Acrobat and it again said "cannot download - No permission"

    Hi David

    Thank you for the update. Sorry if the UAC disabled didnt solve the permission Issue.

    have you tried adding Full control permission to the target download folder location?

    Steps:

    1. go to Download folder location right click >properties >Security Tab
    2. Under "Permission for Authenticated User" select your user and check it as Full Control and click ok

    Thank you.  This helped and the other thing I did was when I want to download a file from the WEB, I right click on the file that I want and click on "Save Link As" and then I select the Downloads folder on my computer as the target for the program.  I have since be able to download all the files I was having the issue with and open them, including getting Adobe Acrobat.
