this actually only "pins" the ShortCut to the "Task Bar" . this does not add the Website as a "Tile" to the Start Screen
After lots of messing about looking for a solution, I've found a non-tech way to do it.
Open the webpage you want to pin to the start, click 3 dots, more tools and pin to taskbar.
Close the browser. Right click on the taskbar icon you just saved, right click again on the web name and save to start.
The added bonus is it opens the webpage without having to click on the Edge icon which you have to do with tiles saved from the old Edge

Using Web Apps on Microsoft Edge
Open Chromium Edge and head to the site you want to use as an app. Then click the Settings button (three dots in the upper-right corner) and then go to Apps > Install.
Next, type in a meaningful name for the shortcut of the web app and click the Install button.
That’s it. A shortcut for the app will be created on your desktop and Start menu. If you prefer to have the web app shortcut on the Taskbar, open the Start menu and find the app. Right-click on it and choose More > Pin to taskbar.
You can do the same from the desktop icon. Right-click it and choose Pin to Taskbar from the menu.
Your app will open in a minimal browser frame. There is no navigation or options or even an address bar. It works as if it were a native application. A shortcut for the web app will be created on the desktop and the Start menu.

You can add a website to using Edge like it used to be. What you were explained on the answer is partially correct. But there is additional steps to get what you want. You only got part of the solution.
1. Go to the website. Add it as an app like you were told.
2. Go to your app list in the list by clicking on the lower-left corner and find the "website app" you made and open it.
3. Once you open the app you will see the three dots in the upper right side along with 3 other choices to click on. Click on those three dots.
4. When the pop opens, Click on "Open with Microsoft Edge". Now the app will become an HTML.
5. Close everything and go back to your app list and find the app and right-click and add it to your start menu. Click on the square in the start menu and bingo you have your website back with the choices at the top and the start menu will also go away automatically like it used to. No extra click to make start menu to close.
I totally agree. the latest incarnation (update) to W10 is horrible. What really makes me angry is that you don't have any choice because W10 only lets you delay updates for seven days. Talk about freedom of choice !
