I am receiving the same message whether I use Chrome or Edge from my laptop - just different reference numbers:
'Access Denied You don't have permission to access "http://www.kroger.com/" on this server.'
I've checked some other sites, w/o problem; so not internet access issue.
I can reach the site "http://www.kroger.com/" from my mobile device w/o any issues.
I think this startedafter the last Windows 10 update to my laptop. Thanks, Dee

I am continually getting the same type of issue

Instructions on websites talk abou VPN; proxy servers etc but these mean nothing to me; I am not using a proxy, and do not have a VPN!
I have cleared browsing history and cookies, and restarted my PC but still have the same problem!

We resolved this issue. We found it to be caused by our script blocking (very similar to ad blocking) software, NoScript. The software blocked the Content Delivery Network server but allowed the site server. In our case it was actually lowes.com and lowescdn.com. Once the server saw we blocked the CDN server, a cookie was placed in our browser that kept reproducing the Access Denied error message even if we approved both the required servers.
We conveniently deleted the cookies by clicking the padlock in the URL, clicked on Cookies, selected each of the domain cookies and removed them. Having all other tabs closed makes this easier to fix. Opening a private browser session would do the same. That's partly how we discovered it was a cookie issue producing the error even though we permitted both domains.
