Somebody, please help I can't delete discord from my app and features. I already deleted discord in the app list in 'start'. I couldn't delete it in the %localappdata%, every time I try to delete the discord folder it says " The action cannot be completed because the folder or file in it is open in another program.". Even though I am not opening the folder or file in another program.

If Discord refuses to uninstall from Settings - Apps, then the best option is to use the free version of Revo Uninstaller to uninstall it, that is very good at removing them most stubborn of applications

If you still cannot remove that from Local AppData, then there may still be a Discord process running on your PC
Click the link below to download a small free utility that does not require installation

When the file downloads, unzip it.
Depending on your system, run Autoruns or Autoruns64 as Administrator
In Autoruns, search for Discord then right click and delete any entries found
Restart your PC and you should be able to delete that folder . . .

Just like the app is stubborn and it isn't uninstalling easily. The discord account can be stubborn as well if not deleted properly along with the servers. Just give a look if you have deleted the app correctly or not:
