Couldn't Download - No Permissions

Seem to be having a problem where I go to download a file from the web such as a PDF or a Word document or anything else and it presents the opensaveandsave as dialog. If I choose saveor save as the download happens perfectly normally. Straight to the downloads folder if I choose save, or wherever I choose if I chose save as. If I choose the openoption however I get a "Couldn't Download - No Permissions" error. This occurs on all files no matter where I'm downloading from.

So far I've tried:

  • Opening Edge with Run As Administrator and trying again... same problem occurs
  • Putting the UAC setting to never and then restarting and trying again... same problem occurs

Any other suggestions what I might do to get the open button working?

    This feature hasn't ever worked for me so there is no time to which I would restore it to
