I have not problem exporting favorites from IE11, then importing them into the original Edge browser. But, I cannot import to the New Edge Browser. When I search for the bookmark.html export file, the New Edge Browser does not recognize it. The folder in which it is is empty. How to??

2 Click/tap on the Settings and more (Alt+F) 3 dots menu icon, click/tap on Favorites, and click/tap on Import.
Change the file extension of the bookmark file from .htm to .html
Show file extension:
File explorer > view tab > check view file extension
Right click the bookmark.htm then rename to bookmark.html

Please refer to the official documentation below on how to import your favorites in Microsoft Edge:
Chromium based Edge just like Google Chrome does not recognize .htm in the browse dialog box of the import process. You need to rename it as .html for it to show up.
I exported bookmark.html from IE11. Here it is
Then, in New Edge, I go to Settings to import
I choose bookmarks html
I browse to the above pictured location
and, no html file is present. bookmark.html cannot be seen, nor selected. Here are the properties of the file; it is an html file.
Importing into the original Edge, on another machine, no problem.
