I was able to replicate the same issue on my computer too as shown below:
My research shows that there seems to be a compatibility issue with the Unicode standard used for the heart emoji (U+2764). Other devices and applications seem to read a different thing from the windows emoji inserter. This issue has been reported via the windows Feedback Hub which you can also search for & add your vote or comment to.
As a workaround, you could either use the Sparkling Heart 💖 for now or copy the red heart from this non-Microsoft site: https://emojiterra.com/red-heart/

I use the Window's keyboard to insert emojis. (Window's icon and period) When inserting emoji heart (only) in email or a site it is black, not red.

Please can you provide more information. On which application are you experiencing this issue? Did you copy the heart emoji from the web to word document?
