Hi there. Thanks for reaching out! I'm an Independent Advisor and a Microsoft user like you, and I am here to work with you on this issue.

To Set Custom Image as New Tab Page Background in Microsoft Edge,

    1. Open Microsoft Edge.
    2. Open a new tab (Ctrl + T).
    3. Click on the gear icon button.
    4. Click on Custom.
    5. Select Your own image under Background.
    6. Click on Upload, and browse for an image you want to set as your New Tab Page background.
    7. The image now applied.

    You are done.

To replace the custom image, click on Remove, and upload a new image of your choice.

I hope this helps! Please let me know if that works for you, ok?

"5. Select Your own image under Background."

I do not see this option under SETTINGS ==> Custom. No such option exists on my version.

Ok this is a reply to address everyone in the comments saying they can't see the background option. Basically the custom background is currently in a testing phase and isn't currently given to everyone as is it in a "Limited test" meaning if you are not apart of this limited test you won't be able to upload a custom background until a future update when its public.

edit: here is a good link for an in-depth answer

    "https://www.bleepingcomputer.com/news/microsoft/microsoft-edge-to-let-you-set-custom-backgrounds-for-new-tabs/#:~:text=For%20those%20who%20are%20using%20the%20latest%20Microsoft,on%20the%20Settings%20cog%2C%20and%20then%20select%20Custom.

2/11/2020 EDIT: Microsoft Edge background option is now out of testing phase

    Steps:

    1. Go To Home Page
    2. Click the cog (Top Right)
    3. Click Custom
    4. Go to backgrounds and choose own image
    5. Upload your own background
    6. Enjoy!
