Random Files keep getting downloaded

Hello everyone, I am having a serious problem that is really starting to scare me. My computer keeps downloading random files. I use Microsoft Edge and every now and then I will see an alert that a new file has been downloaded and it is always the same file.  The name is "download" and the file type is "file". They are always 0 bytes long. What is going on and how can I stop this?

    The browser is the thing indicating it. The download bar suddenly comes up and just says it is doing it's own thing. It will often download multiply files in a row.     I am getting this and thought it might be just reddit doing it as that is where I have experienced it the most myself is opening reddit threads in new tabs but I've experienced it on other sites as well like msn i had it happen.     

    I am using microsoft edge and never had it until today.   The files appear to be coming from amazon ad system in some fashion in my download history.   Also still downloaded when I tried an Inprivate window and have no known extensions or anything that way.

    Its a download that is 0 KB just called download with the type file. 

    I get the download bar to pop up and then the file appears in my users downloads.

    I have the same problem but on Google Chrome. It says it was downloaded on the 6th with seller id 10005.

    I am getting Hyper-V up now and am going to try messing around with one of the files now. I will copy all the properties, images, and things I find as I try to create the issue.

    What is it specifically that is indicating files are being downloaded, the browser, a 3rd party program, or something else in the operating system? Where are the files being downloaded to? By default, downloads are directed to C:\Users\YourUserAccount\Downloads.
