On my laptop I have set 115% windows UI scale. It affects Edge too but it not only scales up edge's UI but pages too. Now 100% page scale is larger than same on 100% scale windows. Can I somehow restore default page scale while keeping UI at 115%? I experience web-dev troubles with this because it affects page resolution (It decreases rendering window from 1920px wide to 1676.51px)

What is it that requires this level of precision? I'm not sure anyone could help achieve that except a web developer, who you can consult here:
I need pages to be exactly 1920px wide. Setting zoom level in Edge does not help to jump from 115% to 100%. To make this I need zoom level to be 86.95652173913043%
You should still be able to change it by using zoom in the browser to resize pages as you want, and it should remember this custom setting no matter what the Zoom level is.
My Zoom level is 117% but I reframe my browser pages in all browsers regularly using Ctrl + rolling the mouse wheel forward or back until the page is perfectly framed in the sizes I want, and this is always remembered by my browsers even after updates. Have you tried this to be sure?

At any time in any browsers (and some other windows) you can reframe the page by holding the Ctrl key and rolling the mouse wheel (or tapping + or - key) to set the type and object size and frame it all inside the page boundaries, and it should remember this.
This should not be affected by the DPI scaling you've pre-set for Windows in general following the steps here:
