How to get around error message ERR_SSL_PROTOCOL_ERROR when I know site is secure?

Sometimes when I try to download something, like an account statement or a new program, I get the message

The connection for this site is not secure

**** (site name shows here) sent an invalid response.

  • Try running Windows Network Diagnostics. ERR_SSL_PROTOCOL_ERROR

When I am downloading a statement, I can get this message for one month but the other months download without any problem. I often go to my phone and successfully download the item and pass it on to my desktop.

Is there any way to get around this or to fix it?
