This is because you are trying to access the address on port 123 which is deemed unsafe. If you are sure this is a safe web page, or by the looks of it an internal company page you can run the following command, from the command prompt to launch Edge and allow a connection:
"C:\Program Files (x86)\Microsoft\Edge\Application\msedge.exe" -explicitly-allowed-ports=123 http://otosurrappqc05:123/
