Download files from websites-while using EDGE--NO pop up to OPEN or SAVE AS?

Prior to a month or so ago when I downloaded a PDF or Export to Excel files from web sites, I use to immediately get a popup to OPEN or SAVE the file. Now I have to CLOSE EDGE, then a pop screen appears to OPEN or SAVE AS.

These files appear in Download Folder before closing EDGE but no way I know to open them from the Download folder.

I am using Window 10 and is up to date.

EDGE is also up to date

Did I somehow change a setting somewhere?

    Sorry it has taken so long to get back to you!

    Before I did the EDGE settings to Restore Default, I wanted to review all current settings I may have changed before this Download/Save etc. issue came up, which was at least a year ago for any setting I may have changed, in doing so I found a SETTINGS Folder for DOWNLOADS, see below. One or two of these somehow had been turned off. (I do not recall ever seeing or being in this Setting Folder). I turned these on, went to a website to a download to .xls and pdf. The Pop Up to Open and/or Save As popped right up as it used to so I did not have to the full Reset to Default Settings.

    Hello Bruce, welcome to the Microsoft community, I'll be happy to help you today;

    Can you find the files in the Downloads folder but cannot open them?

    Initially I recommend that you try to reset the EDge settings;

    Open Edge and go to Settings;

    Click on Reset settings in the menu on the left of the screen;

    Click on Restore settings to their default values;

    Confirm the operation and restart Edge;

    Open Edge and access Settings again;

    Click on DOwnloads in the menu on the left of the screen;

    Activate all available options;

    Now try to download the files again and check if you can open them;
