In an SQLite database file called Login Data in the browser profile, e.g. in
%localappdata%\Microsoft\Edge\User Data\Default
The file itself isn't encrypted, but each password is.

The passwords are stored on Microsoft’s servers (cloud) under your account & are synced across all devices running Edge.
Yes they should be encrypted..
