Upgrade to Microsoft Edge to take advantage of the latest features, security updates, and technical support.
Session cookies with an Expires: 0 value are supposed to expire after the session ends which means the browser closes.
Edge does not garbage collect these even if the last Edge process was closed. This is problematic.
Is the Expirateion of session cookies governed by a setting?

Thanks. One of the reasons is that Edge never closes. At least not on my Windows 10 installation.
How to forcibly close all edge processes

If you mean only all msedge.exe processs. You can try to access this website turn off these two features and then check whether it works.

Regarding to your information I assume that you have some issues of Edge's Cookie Recycling Mechanism.
Expires seems is an HTTP head for controlling the Cache**.**
The issues on development is out of reach of the response support community. It is more suitable for publishing on Microsoft Learn,
