You can follow this blog for some detailed steps: How to export Office 365 mailboxes to PST using eDiscovery
For Exchange users, we recommend to export mailbox from server rather than from Outlook client to avoid some sync issues.

You're not doing anything wrong, there simply isnt an "export to PST" functionality in Exchange Online. The closest you can get is using eDiscovery export: https://learn.microsoft.com/en-us/microsoft-365/compliance/export-search-results?view=o365-worldwide
Or you can export via Outlook.
