Let me help you with this issue.
I understand that you want to transfer your Other Favorites from your old PC to new PC.
May I please know if you have OneDrive?
Other Favorites is also part of the Favorites or Bookmarks.
If you are going to export your Favorites it will also include all the contents of your Other Favorites folder.
The Other Favorites folder contains all your bookmarked links that you do not want to show on your Favorites bar.
To transfer it, Open Edge then click the 3-dot ellipses at the top right corner of it, then go to Favorites, then click on the ellipsis again then click on Export Favorites, then it will ask you to save it as HTML on a folder, I advise saving it to your OneDrive folder so you can just open OneDrive on your new PC and import the Favorites.
Sync your bookmarks to your Microsoft account. That way, your bookmarks are stored in your Microsoft account and will be automatically downloaded to Microsoft Edge anywhere in the world as long as you sign in with your profile. Google Chrome works the same way.
You can use OneDrive to store the exported Favorites, you can save it to your Documents folder. Then login to the new PC, log in to OneDrive, import the Favorites.
I don't normally use One Drive except for the default 'Pictures and Documents' location.
