Edge is always opening PDF files on a new tab despite settings to download it?

I am using Opera PMS from Oracle and the forms run on JVM. The product originally ran on IE but compatible with Edge when configured to use Internet Explorer (IE) 11 compatibility mode (Allow sites to be reloaded in Internet Explorer mode (IE mode)).

In the Settings:

Cookies and site permission > Always download PDF files = Yes

Cookies and site permission > PDF view settings > Open PDFs to last viewed location when you reopen files = No

I want the PDF to be downloaded and opened in Adobe, not in a new tab.

    1. Ensure that Adobe Reader is set as the default program to open PDF files. You can do this by going to Settings > Apps > Default Apps and selecting Adobe Reader for PDF files.
    2. Within Edge, navigate to Settings > Downloads and ensure the "Ask what to do with each download" option is turned on.
    3. In the same settings section, disable the "Open Office files in the browser" option.
    4. If you want PDF files to open automatically in Adobe Acrobat or another PDF viewer, you can configure this preference in your PDF viewer's settings. Make sure the PDF viewer is set as the default application to open PDF files on your system.
