When printing PDFs in Edge even though the "Fit to Printable Area " option is selected it will not resize the document to fit the page instead, I am getting the print jobs with text cut off.

None of the suggestions noted above allow me to "Fit to Page"

I would suggest you try to disable scaling options when printing a PDF document in Edge, you can follow these steps:
By disabling scaling options, you should be able to print the PDF document without any issues related to text being cut off or not fitting within the printable area of the page.

The setting Scale Content for Paper Size does not exist in my version of Edge

Thank you for the response. The above option does not appear for me.
The Print Margins nor the "Shrink to Fit" options are not displayed under the "More Settings".
Would the experimenting with different % values be required for every print job?
It doesn't appear to save the previous settings - it defaults back to "Fit Printable area" which is not working.
