Run this command in admin Powershell:
reg delete HKCU\Software\Policies\Google\Chrome /f;reg delete HKLM\Software\Policies\Google\Chrome /f;reg delete HKLM\SOFTWARE\WOW6432Node\Policies\Google\Chrome /f
If Chrome is running click Reload Policies on the chrome://policy page.

The two policies that are set in Edge are nothing bad. Per the picture, MetricsReportingEnabled and SendSiteInfoToImproveServices are both disabled.
Have you run any sort of privacy software like ShutUp10++ DoNotSpy11 etc ?
If you'd like to remove the policies and you've not run software like the above:
Click Reload Policies on the edge://policy page.
Unfortunately I can't shed any light on why it happened. If it's been that way for over a year, it's highly unlikely anything remains on the computer that may indicate when it occurred. As the policies were for telemetry related things, I can only assume that unknowingly you've run some sort of privacy app or script.
Copy and paste edge://policy into the address bar and press enter.

Hello. Thank you for trying to help. If this was natural, would not everyone have it, and thus, would there be no reason to stipulate such a notice? It's been a massive problem for me. I see information on the web that it's a virus or that I have to delete registry keys, which is very complex, confusing, and, according to many, risky, or I have to download some software to remove data that no one can on their own after uninstalling Chrome. I don't understand why this is happening. I just got a new computer without software. I have this too, on both Google Chrome and Microsoft Edge. There's nothing that needs to be fixed, and I can assure you that there is no mysterious organization that is secretly managing your web browser. 😉
That phrase means that a new browser policy was added or an existing browser policy was changed. This is sometimes done by one of your browser extensions, and is often done by your antivirus software, for example, to scan your search results for malicious URLs.
So what's the "managed by an organization" for? Users don't normally change their browser policies, although you certainly can, and no one is stopping you. But since this is a technically advanced change, it's normally done by an organization's IT department. Hence the wording, even when there's no such IT department.
